this is misconstruing the actual content of the article!!! i'm sorry, i have to jump in with this
the tunnel filled with sludge is a NEW tunnel they're building to connect the Encore and Westgate hotels to the convention centre; the old tunnel is apparently "fine" as far as sludge goes

it's really hard to find primary sources for this one though, news seems a bit muddled on what's actually going on
