dunno why the line numbers dont match but whatever, its cannon now i guess. the old lady with the moon rock is an open source gamedev.
Interestingly, the code on the official free civ repository has extra slashes on the comments (apparently thats a doxygen thing?) and has done since 2017 - so they probably took this from an old fork.
