gdpr only allows for data collection strictly necessary to use the service and everything else should be opt in
what is strictly necessary is defined in a very vague way but i don't think and court would count training AI

but yeah if it also takes data from deleted accounts that means it violates gdpr anyway since then you'd have no more way to opt in or out

(i'm fairly sure keeping data from deleted accounts does already violate the gdpr too)
