That's a baby! Well, more like a toddler. You can see the yellow skin at the corners of the beak, ideal to signal to bird parents where they should put all the food they're bringing back. Also his little scruffy feathers? I love him.

Yeah, the blue eyes are a bit of a giveaway too. My best guess was "a juvenile, but young"
