I think it would be (calcareous) clay, though I would need to check to be sure--the lake in this area abuts clay bluffs, but as this particular spot is a boat launch it may have been graveled over or had the underlying lime shale exposed.

I went out to check--turns out I didn't take these shots at the boat launch after all! These are from the foot of the bluff about 300' north--which, due to the anti-erosion measures engineered into portions of the bluffs on state parkland here in the late '70s, means that the original clay beach substrate is covered by large-grain gravel that eroded out of the retaining structure.
