that's right, they're making carveouts to exempt students from Belgium and France from the hike. Absent from that exemption are the 25 other officially francophone nations, and the vast majority of french speakers worldwide who reside in central and western African nations.
The racism and xenophobia of this province is always seeking new frontiers.
These hikes also specifically target english language institutions and their out of province and international student population.
