Oh christ, I just found the worst PDF. It's entitled "Summary and Reflections of Chief of Medical Services on OMS Participation in the RDI Program", which is all a lot of acronym-ese for the doctor who oversaw interrogations at Gitmo. It is 98 pages and 96 of them are "PAGE DENIED." The only ones that are not completely redacted are the title page, and, on page 42, the snippet above.
The whole collection of documents related to torture at Guantanamo Bay is horrifying. The cruelty is pervasive, but it's the bureaucracy of the cruelty that really stands out. These people were writing memos to ask permission to torture someone--and getting it. In the same spirit, the interrogations were done with a psychologist standing by, theoretically to intervene if there is a risk of "permanent psychological harm," but in practice just another interrogator, because obviously any psychologist who could actually assess trauma would just tell them to close the whole place immediately. They also had a medical officer present to supposedly prevent physical harm. So many trappings of responsible, modern torture.
