there should be open-source video editing software built specifically to facilitate popular genres of meme video. like, with a combination of manually flagging points in the video in a GUI, and maybe some simple code, a layperson should be able to make the following:
- the bee movie but every time they say "bee" it gets 10% faster
- steamed hams, sorted by frame volume
- shrek, but only the frames in the 10th percentile by amount of green pixels
ffmpeg -i beemovie.mp4 -butits speed:10 word:'bee' beemovie_fast.mp4
of course i jest. the syntax would never actually be this simple
