IIRC the whole design was based around having better airflow. Mind you this was 20 years ago, computers didn't put out anywhere near as much heat as they do now and pentium 4s kicking out the better part of 100w or on occasion even more was a Big Deal. Most OEM PCs of the era only had one fan, plus the power supply, so little stuff like this would have helped.

But, this was peak Wintel era. They had just gotten done trying desperately hard to make RDRAM the new ram standard, and were in the middle of threatening OEMs that they'd remove the supply of Intel CPUs if they started selling too many AMD powered systems. Just showing up with "Hey we have a new motherboard standard :-)" was generally not a cool move and it's probably a good thing they got declined, even if it wasn't a horrible idea.
