I would guess, but I'm not for sure, that the monitor manufacturer would have to pay more money to use a higher HDMI standard, purely in licensing. The manufacturer has to pay money to use HDMI at all, any device that has an HDMI in or out has to.

But, I believe there was a period of time where DisplayPort had more capabilities than HDMI, so it may just be that.

Knowing that Windows (10) treats a DisplayPort monitor that is turned off as if it was not plugged into the computer at all is convenient for me because that means my 3rd monitor that I only sparingly use doesn't cause problems when it is off.

Knowing that Windows (10) treats a DisplayPort monitor that is turned off as if it was not plugged into the computer at all is a god damned nightmare because anytime my main monitor loses signal or is off Windows tries to move everything onto my 2nd (HDMI) monitor and mess up all my window sizings and positions and sometimes cause windows to fall into the void.

That sounds very annoying! Would be surprised if there's absolutely, for sure no way (see: regedit hell) to make windows not do anything when the monitor configuration changes.
