I don't really see any solutions to all of this that are what I would call, "home PC builder" tier involved. The xyratex shelves are really, really close, but the fan swap kills it. If you can cope with the noise then that's just the solution right there, a xyratex shelf with a dell optiplex sitting on top and the correct external SAS cable and card.

If one was the kind of person to set up an Etsy store, one could proooobably sell a "fan replacement kit" that's just an adapter cable going from the PSU's fan header to the 3 pin molex plus correct size screws to mount the new fans. Getting the old fans out still SUCKS though, they're bolted on and in order to hold the nut in place you've got to stick some pliers down into the power supply and it's just kinda spooky stuff.

And even then the best replacement fans are still artic P8 Maxes, which will make grinding noises at full speed, should the shelf ever decide they need ran at that.
