are there Windows applets or utility programs that assist in making NOTIFICATIONS more obvious? maybe I should at least play with the sounds to try to find something that doesn't disappear among other sounds. didn't alert sounds used to be much sharper?

Around Windows 7 Microsoft started making notifications more twinkly and relaxing, and have continued this trend, further refining sound effects to the dull state they are today.
You can make notifications stay up for up to 5 minutes in settings.
If I remember correctly, it is possible to change the notification sounds via settings. Maybe there is a sound there which is more attention grabbing?
