OSHA has no real power.
every company assumes it's subcontractors will do a good job, while demanding the cheapest prices.
they then subcontract and do the exact same thing.
so it's either malice, or these people are completely unable to model the fact that everyone will lie to you.
because that's what the endlessly nested subcontracting and sub-subcontracting is all about: "well, we could do this job ourselves, but then we'd be responsible for the work and that's a pain, so we'll just delegate it or hire someone to worry about it." distribute that downwards and sideways, and you end up with a situation in which no specific task is ever clearly any manager's responsibility, and low-level workers end up taking the fall for all problems. ~Chara
