maybe the tagline means: "IWAKAN is a magazine that begins to ask about the discomfort with what is "normal" in the world"? when i googled it, there was an article that said「IWAKAN」は“女の子だから行儀良くしなさい”、“男なら泣くな”といったこれまで当たり前とされてきたジェンダー観に違和感を抱く人たちに寄り添う雑誌として誕生した。so i think the tagline probably means "discomfort with normal" rather than "discomfort and normal"
