Yuzo Koshiro is still one of the best to ever do it ("it" being "make the YM2612 produce noises other than digital farts").
First time I listened to the SoR 1&2 soundtracks (on real hardware btw, the sound chip at least) my jaw was on the floor. Yuzo Koshiro is an absolute genius
