The thing there was yes, "early access" is exclusive to the spendy version, but MS did a stunt where upgrading to that version is cheaper than even buying the standard edition if you have an active game pass subscription.

So given that there's a pretty decent base of game pass subscribers across both PC and Xbox, some folks just jumped in that way and will probably end up paying the difference anyway if they maintain their subs for a little while after (which is surely what ms is going for).
