This is super interesting and honestly I didn't even think of "The Great Filter" theory,
When I first saw the Terrormorphs, I went straight to think "Ah, Xenomorphs",
And thanks to my curse of having watched Alien Covenant in the past year, I instantly went to "Ah, this is not a naturally occurring creature, some group / institutions ENGINEERED the Terrormorph"
I'm guessing that the Bethesda devs went with this idea, based on what I know of the questline -_-
