Cats can survive in Finnish nature, so there are feral cats. And there are a bunch of farms which have populations of intact cats living in the non-residential buildings. So there is a steady supply of cats with no monetary worth.

I'm told semi-feral dogs used to be a thing in towns, but they were eliminated some time after the war.

I'm not sure if this added anything of worth, I'm just rambling.
