Foreplay generally means before penetrative sex. There's nothing which really says acts commonly considered as foreplay are "lesser."
The path I have walked I have heard the voices of many cis-men who are fulfilled or desire simply to give oral pleasure to a woman and that be the end goal.
And even more whom are in the depressive state where fellatio is a forgotten memory.
I guess the main thing to consider however is that cunnilingus to orgasm(s) often leads to the desire for penetrative sex, while fellatio doesn't as many are unable to, or loose the desire to, after.
