If it's something short, csp pro license (the cheaper one, which I have, lol) does up to 24 frames, I think. I've used it small stuff and it's fine.
I've heard krita can do animation but I haven't had a reason to try it yet and I don't know what the technical limits are.
Then there's things like opentoonz which I find intimidating because it seems like it's for large projects but... it is open source and free.
