supposedly this kind of thing just kinda tends to happen when negative words start getting used as general amplifiers. in this case it looks like it meant fear-inducing up until around the early 1900s when flappers were using a bunch of playful sarcastic slang (same with calling something "killer" as in super cool, e.g. "that movie was absolutely killer"). more recent example is stuff like "wicked!" or "sick!"
