boring answer, but phallo and meta both don't involve the creation of a foreskin, so I believe that someone who has had one is considered nolad mahul. as such neither a bris milah or a hatafat dam brit are required. certainly one can get a hdb if they feel called to but it doesn't have any specific time requirement since its not commanded

a friend of mine did actually work with his rabbi to make a trans specific hatafat dam brit ceremony for his conversion to judaism which was pretty neat, I know he was planning on putting it up on ritual well eventually but don't think he has yet.
