i'm watching the new NTSB briefing and wow, the reason they were able to get traffic control/cops/etc on scene to close the bridge so fast (less than two minutes notice) was a result of the construction workers being there, so there were already officers on scene to protect the work.

That's... i hesitate to call it lucky, but fortunate.
