YY-CHR is a program intended for editing graphics in video game ROMs, but i often use it for all kinds of non-video game pixel art. its feature set is kinda limited, and the old version i use doesn't support palettes greater than 16 colors or a canvas larger than 128x128 pixels, but i kinda like it that way
