Carol is an amphibious Terran working on Titan Garden. She is a radio dispatcher, handling incoming requests for emergency service assistance and relaying information to the teams she dispatches to help. Carol presents herself a very neat and organized person, working her shifts in the dispatch center with grace and aplomb, keeping a cool head and efficiently multitasking during the often-chaotic calls for help she receives from starships adrift in the chilling void of space. She keeps her home in the aquatic district of Titan Garden, which is a stark contrast to her professional persona- she likes to let her hair down, float about, lay on her favorite rock and watch television in an apartment where most of her things are just strung up with nets or laying somewhere she knows where to find it later. When she's on the clock people's lives depend on her so she is as in-control as she can be, but when it's her own time she prefers to just float and vibe. Despite her name, Carol is a pretty amateur singer.

Titan Garden being on a Saturnian moon makes it an ideal place for a central dispatch, being able to service the space outside the asteroid belt. The Solar Federation of Planets maintains a series of relay satellites throughout the system, at various points in orbit around the Sun, so that calls put out on a specific distress frequency can be relayed to the nearest station, either on Titan or on Luna Prime, Terra's moon, which serves the Inner Belt space and the Asteroid Belt itself. Ship diagnostic data can be uploaded on this distress frequency, which gives Carol and the other radio dispatchers a ship schematic they can pass along to emergency service dispatches while acting as a liaison between the distressed crew and the responders. Radio dispatchers use holoscreen projection technology extensively in their work, typing away at hololight keyboards while opening, closing, moving and manipulating multiple data screens with their hands. As the person who receives all the distress pings coming into Titan Garden she is naturally one of the main contacts who call up Red Raven when someone needs to be towed to safety.

Carol is actually an old friend of Haley's, having known the Terran pilot she was before her own space incident. She felt crestfallen about that incident; since Haley's old ship's communications array was damaged she couldn't have called on the distress frequency Carol herself operates. Regardless of how much of the surviving pilot is Terran or Astronav droid, Carol is thankful to still have a friend who remembers home with her. Haley is one of the only people who are allowed to visit Carol's apartment in the aquatic district, given she feels comfortable enough with her that she's okay with her seeing what a mess it is. She will try to send work to Red Raven when she can out of respect for her friend, but she is not as big a fan of Amy as she is of Haley, finding the Mercurian to be much more taxing to put up with on comms. Carol knows just enough about the kinds of trouble Amy pulls Haley into to know she doesn't want to be a part of it herself, but will still discretely ping and send Interpol dispatch positions to the Jackrabbit's pilot if she feels like her friend might be caught up in some mischief. When she's not on the clock Carol can sometimes be found in the Garden's entertainment district, and sometimes she likes to call up Haley and dispatches her to a theater to catch a live show together with her. Space is a big empty place, and sometimes you gotta tie a thread to your friends so they don't drift too far away.
