Favel Gobor is a Dark Elf rogue who can be found in the Black Shalk Cornerclub in Vivec's Foreign Quarter, together with two other low-ranking members of House Hlaalu.
Despite the relatively outlander-friendly nature of his House, he evidently despises Argonians, as is evidenced by the way in which he and his friends bully the Argonian Huleeya.
