It makes sense to use "level" to describe a gamespace if the game's progression is tiered, like literally moving up or down a level in a dungeon, but a gamespace is also a map, a description of an area where play is confined to, and so while not all maps are levels, all levels are maps.

So when it comes to the decision of what to call a gamedev tool, is it a level editor, or a map editor? A level has, I feel, a stronger connotation with gaming--people are more liable to use the term 'floor' these days rather than 'level' to describe real world structures. A map editor, on the other hand, has the potential to not be about games. Maybe someone works in GIS, and they're editing mineral maps? Would not their tool of choice be called a map editor as well?

Is it always appropriate, then, to use 'level editor' over 'map editor' in the context of gamedev even when a game isn't progressively tiered? Or are all games, in concept, tiered? What of the games whose file format for gamespaces is literally .map?
