You can start a dialog, have it change overworld scenes partway through, transition to pure overworld, go back into dialog, start an encounter, finish that encounter, and return to the overworld in the same place you just were

i've reached the beautiful point in programming the encounter system for The Last Days of Friendship Valley where i straight up don't understand how some of my code works, but also i don't need to, because i've so fully ritualized the process of creating new functions that everything works perfectly regardless
