It's called The Adventures of Iron Pussy, it's directed by Apichatpong Weerasethakul (Memoria, Uncle Boonmee Who Can Recall His Past Lives) and Michael Shaowanasai, it is about a cross dressing secret agent, it was made when there was a funding issue during production of Tropical Malady and they needed to make something cheap to keep the production company afloat, it's a musical, it is entirely ADR'd, it has the most "movie made by gay people" energy of any film I have ever seen, it is near impossible to find. Highly recommend.
