The fairest way I can talk about Phantom World is to say that it is everything non-anime fans think of when they hear about anime. Urban fantasy setting, harem anime, nonsensical "haha we're so quirky" humour to break up almost any intensity... It's incredibly generic, but that doesn't mean it's bad - it's a lot of old clichés thrown together in a way that's at least somewhat enjoyable.
To note, I haven't watched the OVAs/specials yet, might review those here as one things and might just not review them. Also, as always, spoilers below.
