Consider: He's most likely operating way outside his design parameters in terms of "try and take care of a bunch of people stuck in his domain so they don't go insane" which is probably part of the reason he's also so kooky! Presumably he was originally intended to basically just be setting up adventures and explaining how the game works to players (who'd be able to leave at any time) and not, you know, attempting to keep a whole bunch of digital castaways sane while having only a basic understanding of how humans work

Personally though I think the copies would be intentional rather than accidental. Probably something along the lines of "Wow, programming Caine was hard. How about instead of doing that all over again for every character we want to make, we just upload ourselves instead."
