People know a rehoming fee is standard practice for animals that are abandoned frequently and need a lot of money to take care of. If you're not getting them from a rescue or they're not an older cat, watch for signs that the person "adopting" out the cat is an inexperienced breeder trying to sell you a kitten they bred for profit and couldn't find a buyer for.
