Outside of that I don't really know. Seems like community is found anywhere where you'll be meeting the same people regularly for some deal of time with a common activity or goal. So like, volunteering, communal hobbies (D&D nights, regular bike rides, bird watching ect), or shared interests (book club, knitting circles).

Neighbors are also a big avenue for this, my city has a pretty strong tradition of block parties (where the streets are closed and everyone who lives on the block comes out for food and music), something like that would probably do it

Oh, yes that would make it difficult. I would imagine that the disabled community has their own answers for building communities and obtaining connection through screens and over distance. I wish I had that answer for you
