locked-at-30 is an extremely "console game in the late-2000s / early-2010s that got a halfassed PC port" vibe
i will confess the exact game i was thinking of was Dead Space 3, which locks at a nice, chunky sub-30 if you turn on vsync
thankfully, it runs just fine without it, except for one cutscene which is badly broken for some reason with it off (fortunately, there's an autosave right before it, and you can toggle vsync in-game)
