Hacksaw, string, a few chunks of wood, a drill, the cheapest steel conduit I could get from the hardware store. Tip: the less research you do about proper wind chime length ratios, the more microtonal your results will be!

Reminds me of the golden ratio - mathematically, I think it was a top contender for "most irrational number", therefore the one furthest from any small fractions, making the tunes the most unlistenable. Therefore a 1:phi ratio of length should give you the worst possible wind chimes.
