Rokudo no Onna-tachi (Rokudo's Bad Girls) anime probably not going to do the (great) manga any justice but I'm surprised it got adapted at all. Source manga is about seven years old. Truly wacky shonen manga where the hero becomes irresistible to delinquent girls and becomes a weird kind of "patriarch" in high school delinquent wars.
One informal and unscientific test of anime production values is the Cheap Ending Animation Test, and this one loops a four-frame animation for a solid minute. I don't even know where that falls on the scale.
