ten paragraph screed about this one look a character gives for two seconds on a TV show and has infinite characterization and implication behind it, and when you see those two seconds yourself there is nothing, it's just a nondescript face, the post author has lost their fucking mind reading into a non-expression made during a non-dramatic moment

The film was shown to an audience who believed that the expression on Mosjoukine's face was different each time he appeared, depending on whether he was "looking at" the bowl of soup, the girl in the coffin, or the woman on the divan, showing an expression of hunger, grief, or desire, respectively. The footage of Mosjoukine was actually the same shot each time.

My version of both sides of this was when I was finishing up Digital Devil Saga 2 and was crying over all the deaths towards the end and I had an epiphany, I was crying not because it was so well executed or set up. I was crying because it had been 100 hours of this game counting the first game. And I realized both the power of that sort of long form story telling and how it enables this sort of profound connection, and also how it enables it regardless of if it even vaguely earns it and how it sets up easily exploitable attachment to both "Art" and it's cousin "Products". Anyways time to go home and dust my shelf of cannibal demon twink statues and do my dailies in Granblue and Destiny 2

You're right it's not exactly the same, but I think there's a relation. At its core the Effect is that when an expression is "neutral," you'll tend to read something into it depending on what you've been primed to expect.

The Wiki article is also about how the film maker can create the priming intentionally. The stretch that I'm making is that someone can create their own priming out of thin air. They've got a fanfic playing on repeat inside their own head, imbuing interstitial frames with meaning and intensity.
