The "made by" says Hudozhnik Bazhenov, manufactured by Mawkob. It looks like it's a commemmorative deck for the 150th anniversary of Russian card-making; I found an auction for a similar deck by the same company. https://www.worthpoint.com/worthopedia/commemorative-deck-150th-anniversary-270208154

The auction author seems to have made some errors in their description, so I wanted to list these minor corrections:
- "Hudozhnik" is just the Russian word for "artist", so we only know one of the author's names and their initials.
- "Пашков" would be more accurately transliterated as "Pashkov", as opposed to "Mawkob".
Oh yeah, I should have bothered transcribing it myself instead of leaning on their description when it didn’t seem like it made sense.
My Russian's beyond rusty, but here's the info I'm assuming you'd find relevant that I was able to gleam from it:
- the artist is someone named Бажено П. Д.
- the cards indeed seem to have been produced in Leningrad (
Ленинградцкий комбинат = Leningrad plant) - it would make sense for these to have been made in 1967, as the big title says "ЮБИЛЕЙНЫЕ", which means "Anniversary"
