Jiub
Jiub is a Dark Elf thief and a fellow prisoner on the ship which brings the Nerevarine to Morrowind. He is only wearing common pants.
Aside from his natural resistance to fire and the sanctuary provided by his ancestors, he knows no spells.
When I first played Morrowind I was absolutely sure that Jiub was, like the player, meant to be someone who also happened to fulfill the criteria for the Neravarine prophecy. He's your only fellow prisoner, and he's a dunmer (which isn't required for the prophecy but makes a sort of sense), and up until late in the game nobody's actually sure that you're Nerevar reborn. Narratively I loved the idea of the Imperials just shipping in prisoners that sorta met the requirements en masse, hoping one of them would go deal with Dagoth Ur.
In this alternate version of events (which I still have to check to make sure weren't how the game actually went), you'd end up facing down Jiub in the Cavern of the Incarnates, where you finally prove your "Nerevarine" status.
The couple of jokey lines about him in Oblivion felt trite to me as compared to this version of events I created in my head.
