So I am not a public crier (this is actually a Thing for me, I am not humblebragging), but what I am is someone who often had to use a bathroom with extreme alacrity and I kind of figure if it's a place you can do #2, you can probably sob there too. (I am, as I hope is obvious, interpreting "public" to mean public access, instead of in public view)
Movie theater bathrooms are probably going to be a big winner here. Generally there's at least one set that isn't for ticketholders only, they're often cleaned multiple times a day (at least they used to be pre-pandemic, I haven't been to one since), and of course, if anyone hears you they will probably assume you are crying because of a movie. Come to think of it, they would probably still assume that even if you weren't in a bathroom, if you want those "in public view" points. So, movie theatres.
Runner-up bathrooms include hotel bathrooms (especially swanky ones, nobody will question you and they will most likely be clean), office building bathrooms (cleaned multiple times a day, usually multiple offices/departments so nobody would ask who you are), and library bathrooms (literature is overwhelming ok).
I was going to say more but I started falling asleep and lost it. Oh well.
