Little ~5K pop town I used to live in in the North Bay in California had its own well-driven water system separate from the county system in part to ensure they could resist fluoride mandates.

It's not about weighing all the researched benefits and risks (which have been shown in some research) of fluorinated water, but rather the idea that your government is making that decision for you. It's easy enough to just use fluorinated tooth paste for people who want to, so why put it in the water?
Same thing with vaccine mandates. It's not about that vaccines are safe and effective, but rather the government making its business out of deciding that for you.
