it's awesome that every single american city just is Gotham, but instead of the things you'd say in a Batman story about like, oh the city council answers to the Gangs, the Gangs can just shake down city bus drivers &c for not showing proper respect, we have to cut social services cause our corrupt mayor keeps funneling all the city's money to the Gangs, better hope the Gangs don't decide your club is a little too queer, the Gangs act with total impunity, we need the Batman to beat the shit out of the Gangs... you just take all those statements and replace "the Gangs" with "the Cops", and that's it, that's every major american metropolis.

And in the rare case Batman tries to do something about it, The Gangs (or maybe the mob boss in charge of all The Gangs [a sufficiently powerful corporate figure]) just fucking kill Batman and get off with a warning. See: Boeing, the Panama Papers, I guess Jeffrey Epstein (it feels weird including him when he's both Batman and the Mob Boss).
