Couldn't help but wonder myself.
There's 8 different tiles, so if it is a cypher I expected 2 tiles per character. However, it has every combination of two tiles in there, for 64 combinations, while you would expect between 26 or 52 at most if they were alphabetic characters.
So IDK what else approach to take. Given that it hits every combination it is likely random?
