Kansas City, MO and Kansas City, Kansas are two completely different municipalities/governments in two completely different states but which are adjacent to each other. There are four local governments involved in managing Kansas City Which Is Actually Two Different Cities In Two Different States But It's All Called Kansas City

it's important to emphasize that in the US state governments are highly autonomous and laws between states can be extremely different and every state has an entirely separate government apparatus for managing every single basic thing you expect from government. So these people have to follow two completely different sets of traffic laws, have different state IDs, different license plates, different taxes, different everything. For a while you could get gay married in Kansas City but not in Kansas City
