Okay so I'm thinking that the source of her magic is actually a loan. She wanted to become a magical girl at age 14 but at 14 she hardly has any magic. But that's OK! She can just take out a loan! The Department of Magic (through a cute mascot) lends her all the magic she needs, and she'll have to pay it back from the magical powers she'll grow as she grows up... with interest. But not if she commits to being a magical girl until she's 30!! Then they'll forgive her of her remaining debt.

What she doesn't think about is that dedicating your life to being a magical girl creates a pretty big resume gap you can't explain. Even after magical service loan forgiveness, it'll be hard to find a way to make a living that isn't being a magical girl. But at least after she's 30 she'll have the freedoms to try....

But at age 14, she doesn't think she'd ever want to stop being a magical girl anyway, so she treats the magical debt as fake and borrows sooooo much magical power.

Also her magical transformation incantation that she came up with at age 14 is permanent and basically requires her to still call herself "Pretty Cutie Katie" even at age 28
