this was a sound board program for making crank phone calls. i would've stumbled across it during my time on SA (2000-2001) but never used it for that purpose, it was more just a dirt simple text-to-speech sandbox - which i believe used a win32 DLL version of the classic DECTalk synth, aka Stephen Hawking's classic voice, aka "Fitter Happier" robot voice. you could also save custom voice presets and make the thing sound like a (still quite robotty) little kid, old woman, various alien and robot voices, and a whispery voice i still find enjoyably creepy.
the "Jam radar!" button there is arguably what has stuck with me the most over the years, it utters a random line drawn from a sizeable bank of memorable non sequiturs, including such greats as "What's a meat vest?", "I have meal worms", and "Eat your whole neck, Bobby". i wonder how many poor random customer service phone line employees got to hear one of those in the late 90s / early 00s.
