It is propaganda in the sense that it encourages an "ideal" lifestyle: one where civilians express local pride by going to Christmas parades and frequenting stores owned by the petit bourgeois. That hole in the wall Mexican place you like is never getting a spot on this show. But the "southwest bar and grill" where happy hour means 8 dollars a drink shows up once a month. You're lucky if local charity programs get listed during the actual news shows. Meanwhile whoever runs the nearby chapter of the salvation army is on a first name basis with the station director.
