So usually when I have all my text, I format it into 2 columns with a word processor. That's the final step in completing the draft that I will be sharing with friends for comments and feedback. After that I start fiddling around with layout if I want to add a background or play around with font.

I actually start with Layout first (which has a lot of cons, but some pretty great pros) - The main reason for this is ensuring all the info that I want together (eg in the same page or same spread) will always be together. Then I curate my writing to ensure it'll fit where I need it to. This comes with some very serious downsides (specifically if you're planning on hiring an editor or need a plaintext copy of the rules) and it much more time intensive, but for me the results have been well worth the trade!

I purposefully chose not to start with layout since I've seen so many people say it's a mistake, but that would have been my first instinct as well! I like what I have written rn but I'm to the point where I have a few sections written and I'm definitely starting to think about how it'll all fit on the page.
