does a blog happen from somewhere else and post to my page? or does it all happen baked on my page? what is a static site generator, is that what I should be looking into for my blog? do i have to make my own template and update the html piecemeal every time i want to add a post? im willing to do that but im certain there must be a better way than what im imagining. how did people do blogs in the web 1.0 days?

A blog can be either! It can be as simple as a single page with headers, if you want. I would suggest Zonelets if you want to host a blog on your site and bearblog if you want an easier to use blog that you can link to.
A static site generator is a level of abstraction away from writing in raw HTML. It allows you to set up templates shared between multiple pages, and you can use Markdown to write. 11ty is a good option for a SSG.
Bearblog has RSS by default, 11ty has a plugin for it, and Zonelets doesn't produce RSS by itself, but you can do it manually if you want to get crunchy.
