(the high level play is you sporadically don't enforce the rules, to confuse newer players and make it more likely that they'll mis-assign penalties, causing them to take a 3x penalty for their trouble, which then causes them to either not assign penalties [beneficial] or continue to retreat into a predominantly watching state [beneficial] or pay even harder attention [oops])
